　Newest Developments on the Talks with the Presidential Office
　Concerning the potential talks with the Presidential Office, we would like to reaffirm our willingness to act in good faith. During our press conference yesterday (3/25) we noted that we were willing to enter into talks without any setting any preconditions. However, we also noted that the two major issues that needed to be substantively addressed were:
1. The necessity of a legal mechanism for monitoring cross-strait agreements;
2. Whether such a mechanism should be completed before we review the Cross-Strait Service Trade Agreement.
　However, following our press conference yesterday, we received notice that the latest bipartisan talks hosted by Speaker Wang Jin-pyn had broken down. In response, we rightfully believe that President Ma has failed to act in good faith – on one hand asking us to sit down in dialogue, but on the other, forcing the breakdown of bipartisan negotiations.
　As the KMT party chairman, President Ma continues to wield the threat of party discipline over KMT legislators. We hope that Ma can show good faith in lifting this threat so that these legislators can represent their constituents in the manner they were elected to do.
　We still welcome the chance for a dialogue at the Presidential Office, on the condition that the Ma administration acts in good faith and removes the threat of party disciplinary measures on their legislatures.

　総統府との話し合いに関する新たな進展
　総統府と話し合いをする可能性を念頭に、誠実な行動に努めようという私たちの意思を再度表明する。昨日（３／２５）の記者会見で私たちは、対話にあたっていかなる条件も前提も置くことはないという意思を示した。しかしその一方で、実質的に議論されなければならないのは次のふたつの点であることも示した。すなわち、
１．海峡間協定を監視する法的なしくみが必要であること。
２．海峡間サービス貿易協定を私たちが検討する前に、こうしたしくみが確立されるべきか、ということ。
　しかし、昨日の記者会見のあと私たちは、王金平立法院議長が進めた直近の二者会談（総統と学生側との／藤吉注）実現が不調に終わったという知らせを受けた。これを受けて私たちは、馬総統が誠実に行動することに失敗したと私たちが見ることには十分な理由があると考える――彼は一方で私たちに対話の席に着けと言い、しかしその一方で、二者会談実施のための交渉を不調に終わらせたのだ。
　中国国民党の主席である馬総統は、中国国民党の議員に対して懲罰の脅しをつづけている。私たちが望むのは、馬がこの脅しを引っこめて自身の誠実であるところを示し、それによって議員たちが有権者を代表し、選挙されたときの負託に沿って行動できるようにすることだ。
　私たちは今なお総統府で対話するチャンスを歓迎する。しかしそれは、馬政権が誠実に行動し、議員たちに対する党の懲罰手段発動の脅しを撤回してからの話である。
